Clandestine Invervention
The notorious black sheep of the VRDF, the Department of Clandestine Intervention is in charge of 'nudging' planets, worlds, universes, and dimensions in the right direction by any means necessary. This means assassinations, covert infiltration, replacement of certain governmental figures, and utilizing the 'butterfly effect' to an almost nauseating degree; a large enough degree that their insignia is a blue butterfly. They are entirely devoted to obtaining the goal of a better tomorrow, and are known to engage in not just dishonorable, but absolutely detestable acts.
They are the only department that is known for the use of mercenaries and hired guns, which they often resort to as some missions are so ethically questionable, the E.S.O.D. would not accept either. Due to the nature of their strategies and secretive nature, they are the most abstract and relatively hard to understand out of all the departments.
The Department of Ethical Regulation heavily supervises the D.C.I. to ensure that nothing grows too large in scope, and that there is no specific boundaries crossed. Of course, this never stops the D.C.I. from trying their absolute best at using loopholes wherever they lie. Their reputation is very tainted due to their typically slippery, conniving nature, thus most personnel outside of the D.C.I. are often unofficially advised to be distrustful of D.C.I. agents at all costs.
That being said, good people do still reside within the department, just to a lesser degree than all the others. Those who work in smaller, out of field roles often yield much higher morality scores and genuine personability compared to other agents. Most that join are lost in life, have nothing to lose, and are willing or wishing to have their memories wiped — which happens regularly after every mission as an agent.
Their own home grown combat units are often described as completely emotionless, and as having a cult-like view of the mission objectives. Of course, even the extent of their armaments and troops are also restricted by the D.E.R., to ensure they do not grow unruly and disillusioned.
Many claim the D.C.I. handle the most questionable missions so the rest of the VRDF do not have to be left with the mental consequences.
